The First Grade Magistrate’s Court in Ntchisi has fined Precious Mangape, 31, K112,000 in default to spend 18 months in jail for operating a business without paying revenue at Boma Trading Centre in the district.
The court through the state prosecutor, Sergeant Melody Sakwi, heard that between 2019 and 2021 Mangape has been operating his business without paying revenue to government through Ntchisi District Council which accumulated to K102,000.
Sakwi said when revenue collectors from Ntchisi District Council carried out ‘Collect Revenue’ operation invaded Mangape’s shop to collect revenue, but he failed to square up his balance.
Sakwi also told the court that misunderstanding ensued between Mangape and the council members as the council opted to close his shop.
Following the misunderstanding, the council hired police officers to help in sealing the shop.
The police later arrested Mangape after receiving information that he gained entry into the shop by cutting the lock that the council used to seal the shop.
The police charged Mangape with the count of operating a business without paying revenue contrary to section 10 (1) of by-laws for Local Government.
Appearing in court for plea, Mangape admitted to the charge.
Passing her judgement, First Grade Magistrate Dorothy Kalua slapped Mangape with K112,000 fine in default to spend 18 months in jail and he has since paid the fine.
Mangape comes from Chayamba Village, Traditional Authority Kalumo in Ntchisi.
